Transit cops disciplined toward officer who modelled as dominatrix.

USA - A transit cop who was investigated for posing in racy modelling photos while on leave has been cleared of any wrongdoing.
And The Province has learned that the officer - Const. Tabatha Swadron - was on leave due to sexual harassment against her that resulted in a number of her co-workers being disciplined for terrible behaviour. Sources have told The Province that a culture of harassment was exposed during the 2013 Swadron investigation.
In late February, The Province reported that Swadron was under review for conduct unbecoming due to the photos. Transit Police responded that they were aware of the modelling pictures of Swadron and that this off-work activity would be investigated under the Police Act.
In response to questions from The Province in February, Transit Police spokeswoman Anne Drennan confirmed that Swadron had been on leave for personal reasons - but Drennan didnt disclose that Swadron had been off work as the victim of sexual harassment.
We were aware that she was involved in fitness activities and bodybuilding, but were not aware of the other ... activities, Drennan said in February. It is up to us to make sure that any activities (officers) are involved in do not involve conduct unbecoming ... And for that reason, there is now a review which will take place.
The Province later confirmed information from multiple sources that Swadron had been victimized in front of a number of officers while on duty on the Canada Line. Sexual jokes were being made among fellow officers, which is common, according to an internal source.
But this time bantering got out of hand and a male officer allegedly pulled Swadrons head toward his crotch. Swadron didnt complain, but a witness did. The incident was reportedly not taken seriously by a supervisor, so the complaint was sent to the Transit Police Board, and a lawyer was tasked with reporting findings internally.
The minutes of a January 2013 Transit Police union meeting obtained by The Province say: Sexual Harassment Investigation. The victim is not the complainant in this file. Events date back a couple of years. (A union rep) has been elected as being representative for all officers involved.
A number of officers were eventually disciplined as a result of the Swadron investigation. How widespread the harassment behaviour was isnt clear, and how stern the discipline was in this case isnt agreed among sources. Harassment incidents werent limited to Swadron, an internal source said.
It was disturbing ... it was terrible, one source said.
On Wednesday, Drennan said: We determined that Const. Swadron did not breach any policies, however, with respect to any other information that you are providing to me, as an employer we are bound by labour law with respect to confidentiality.
Asked if the Transit Police have a culture of harassment on the job, Drennan stressed that Chief Neil Dubord encourages all employees that face workplace issues to come forward.
I am not aware of a culture of harassment, Drennan said. We seldom deal with this type of issue, but when an allegation of inappropriate behaviour is received it is taken very seriously and a thorough investigation is conducted.
A Province source said Dubord is making progress dealing with harassment issues in the department.
Swadron hasnt responded to interview requests.
